Do first-time drivers and renewing drivers use the same California handbook?

Should I upgrade to a REAL ID version of my California license?
First-time REAL ID applicants must apply in person with proof of identity and residency from the acceptable REAL ID document list; no separate REAL ID fee beyond the $46 standard renewal.
How much of the California handbook is state-specific vs. federal?
