Do first-time drivers and renewing drivers use the same California handbook?

Yes. CA DMV publishes a single unified handbook covering both. Sections marked "For New Drivers" or "GDL" are the ones a renewing driver can skim; the rest is universal.

Should I upgrade to a REAL ID version of my California license?

First-time REAL ID applicants must apply in person with proof of identity and residency from the acceptable REAL ID document list; no separate REAL ID fee beyond the $46 standard renewal.

How much of the California handbook is state-specific vs. federal?

Federal baseline (signs, signals, general rules of the road) accounts for roughly 70-80% of any state handbook. The remainder — GDL rules, specific fine schedules, unique state laws — is where California differs and where test questions are hardest to guess.
